岗位职责

About the team In line with ByteDance's globalization plans, there has been an increasing demand for payment services and financial services—including digital payments, merchant acquiring, money transfer, and capital markets activities—to support and enhance our current business needs and expand our service offerings to end users. To deliver these capabilities, Global Payment ("GP") was established. GP operates through a group of licensed entities that are subsidiaries of ByteDance Ltd. In Singapore. About the role We are seeking a Compliance Officer to lead and manage the compliance function for ByteDance's regulated financial services activities in Singapore, with a dual focus on capital markets services (including CMS licensing under the SFA) and payment services (including MPI licensing under the PSA). The candidate should possess strong knowledge of MAS regulations across both domains, a solid understanding of AML/CFT requirements as set out in MAS Notice 626, Notice 824, and related guidelines, and demonstrate experience engaging with MAS on licensing, supervisory, and examination matters. Familiarity with regulatory developments related to digital payment tokens (DPT), e-money issuance, merchant acquisition, cross-border money transfer, dealing in capital markets products, and fund management will be advantageous. This role requires someone who is self-driven, adaptable to change, and possesses strong leadership capabilities to guide the team in a fast-paced, globally matrixed environment. The role reports to the Head of Compliance, APAC Advanced Markets, Global Payment. This role will be based onsite at our office and will require a 5-day onsite work arrangement. Responsibilities

  1. Lead Singapore compliance coverage. Serve as the primary compliance officer for ByteDance's licensed entities in Singapore, with end-to-end responsibility for compliance oversight of capital markets services, payment services, and other regulated financial activities under MAS supervision. Act as the designated compliance officer for CMS and MPI licensed entities where required.
  2. Own the regulatory licensing strategy. Lead and execute Singapore's regulatory and licensing strategy, including new license applications (e.g., CMS license for dealing in capital markets products, MPI license for payment services), license renewals, and ongoing supervisory obligations.
  3. Manage MAS engagement as the primary engagement lead with MAS. Own all regulatory examinations, inspections, supervisory reviews, thematic reviews, and ad-hoc regulatory inquiries.
  4. Design and maintain the compliance framework. Design, implement, and continuously enhance a scalable, risk-based compliance framework that aligns Singapore regulatory requirements with ByteDance's global governance, control, and risk management standards. Ensure the framework covers all material compliance risk areas.
  5. Deliver AML/CFT program oversight. Own and continuously enhance the Singapore AML/CFT program in compliance with MAS Notice 626, MAS Notice 824, and related MAS guidelines.
  6. Advise on product and market expansion. Partner closely with regional and global stakeholders across Product, Payments, Business Development, Legal, Risk, Operations, and Engineering to advise on regulatory feasibility, product readiness, and compliant market expansion strategies in Singapore. Provide compliance guidance on new product launches, feature changes, and cross-border initiatives.
  7. Maintain deep awareness of regulatory developments across Singapore's financial services landscape—including AML/CFT, consumer protection, data privacy, technology risk management, outsourcing, prudential requirements, and operational resilience. Translate evolving requirements into practical policies, controls, and operational guidance.
  8. Oversee third-party and partner compliance. Provide governance and oversight of third-party and partner compliance, including payment processors, acquiring banks, technology vendors, outsourcing service providers, and other critical partners. Ensure contractual controls, due diligence, and ongoing monitoring meet MAS outsourcing and third-party risk management expectations.
  9. Drive compliance culture and training. Build a strong compliance culture through regular training, awareness programs, guidance, and effective communication with stakeholders across the organization. Develop and deliver role-specific compliance training tailored to capital markets and payment services businesses.
  10. Escalate and report on compliance risks. Escalate significant compliance risks, regulatory developments, and control issues to senior regional leadership and Global Compliance, providing clear risk assessments and strategic recommendations. Prepare and present regular compliance reports to senior management and the board of directors of the licensed entities.

职位要求

Minimum Qualifications - Bachelor's degree in Law, Business, Finance, Economics, or a related field. - Strong compliance experience within payment institutions, capital markets services firms, banks, fintech platforms, professional services firms, or regulatory bodies, with demonstrated responsibility at a managerial or regional level. - Deep working knowledge of Singapore's financial services regulatory framework, including Payment Services Act 2019 (PSA), Securities and Futures Act 2001 (SFA), MAS AML/CFT Notices and Guidelines, and MAS Technology Risk Management Guidelines - Proven experience engaging credibly and effectively with MAS, including direct involvement in licensing applications, regulatory examinations, inspections, supervisory reviews, thematic reviews, and ongoing regulatory correspondence. - Strong command of AML/CFT regulatory frameworks and enforcement expectations, including Singapore-specific requirements and global standards such as FATF Recommendations and Wolfsberg Principles. - Demonstrated ability to draft, implement, and maintain compliance policies, procedures, risk assessments, and regulator-facing materials at a level suitable for submission to MAS and presentation to boards of directors. - Excellent written and verbal communication skills, with the ability to articulate complex regulatory concepts to both technical and non-technical audiences across a globally matrixed organization. Preferred Qualifications - Prior experience at MAS or another major financial regulator, or at a professional services firm advising on Singapore financial services regulation, is a strong advantage. - An advanced degree or professional qualification in compliance, law, or financial regulation is strongly preferred. - Direct experience obtaining a CMS license and/or an MPI license from MAS, including managing the full application lifecycle from pre-application consultation through to grant of license. - Familiarity with the compliance implications of digital payment tokens (DPT), stablecoins, blockchain-based financial services, and related emerging regulatory developments in Singapore. - Working knowledge of Singapore's Personal Data Protection Act 2012 (PDPA) as it applies to financial institutions, and familiarity with cross-border data transfer requirements. - Professional compliance certifications such as Certified Anti-Money Laundering Specialist (CAMS), International Compliance Association (ICA) Diploma, or equivalent. - Proven leadership and influencing skills, with the ability to balance regulatory rigor with business growth in a fast-moving, global technology environment. Experience operating in a matrixed organization with both local and global reporting lines.
